Move Arquillian related resources out of the resteasy-dependencies BOM

    Description

      Because the org.jboss.resteasy:resteasy-dependencies is imported this requires the org.jboss.arquillian:arquillian-bom to be resolvable even if it's not used. In most scenarios this is not an issue. However in instances where Maven central is not available this could be an issue.
