      Issue surfaced from customer case https://access.redhat.com/support/cases/internal/#/case/02357941/nextsteps

      There is a scenario in which ResteasyConfiguration is returned as null in JsonBindingProvider
      and the user designates system property flag resteasy.preferJacksonOverJsonB to true.
      In this situation the system property needs to be checked.
