index.html (welcome-file in web.xml) is broken on Tomcat

I'm upgrading dependency in my pom.xml from 3.6.1.SP2 to 3.6.2.Final, no other changes.

In 3.6.1.SP2 both urls: localhost:8080/myapp and localhost:8080/myapp/index.html are working just fine (and in 3.5.1.Final as well).

In 3.6.2.Final localhost:8080/myapp does not work, only localhost:8080/myapp/index.html works.
