As this is changing the build requirements we should probably increment the minor version.

Within this we should move to the latest jboss-parent.

The surefire configuration should be updated so that tests can run with a different JDK.

The GitHub action should be updated so the matrix always builds with 25 but tests with each supported LTS version i.e. 17, 21, 25.

We should also once available add testing for the latest non LTS release.
