As part of the effort to move the RDOProject from a self-hosted gerrit to a namespace on review.opendev.org it will be helpful to have an admin account.

I'd like avoid using my developer account Username: tbreeds, Id: 417, Email: tony@bakeyournoodle.com to separate roles and permissions.  I think this means adding a User to SF Realm on https://review.rdoproject.org
