Create and document a structured onboarding process for new contributors to the RDO (OpenStack) project, ensuring they have access to all necessary resources, and documentation to start contributing effectively.

Objectives:
Facilitate the integration of new contributors into the RDO community. Reduce the time needed for newcomers to become productive. Standardize the entry process for the project.

Key Tasks:

• Fedora development basic setup
• How to be added to the Openstack-sig Group
• Use existing scripts: https://github.com/rdo-infra/releng/tree/master/scripts/fedora_sync

Acceptance Criteria:
Updated documentation in the official RDO repository.
