We need to create the master Trunk builder for CS10.

It will be done in 2 steps:
1. with minimal requirement to bootstrap and provide the deps. At this stage, the builder will:

• not provide API
• not run DLRN periodically
• not sync deps and build-deps, it will be done manually and then sync to reconciliate

2. The bootstrap of OpenStack RPMs but still need TBD. After this stage, the builder would:

• provide API
• run DLRN periodically
• sync deps and build-deps
