Currently, the job rdoinfo-DLRN-check-centos9 generates a new set of RPMs and those RPMs are tested against weirdo-dlrn-master-* jobs (p-o-i, packstack and TCIB).
But, when we remove a project, no RPMs are created, then the jobs are skipped [1]
We need to adapt the job definition to still run for both cases (adding and removal).

Note that the job was skipped inside the playbook run, not at Zuul level (the Zuul jobs lasted only 1m30, whereas it should take ~1h)
