Something has change in the CBS buildroot and systemd-rpm-macros is not longer installed by default. It is in dlrn buildroot, that's why only fails in CBS.

fedora doc says to add explicit BR when systemd-rpm-macros is needed and systemd is not BR (note that systemd-rpm-macros is requirenment for systemd):

We may need to add explicit req but I'd like to know what has changed in CBS which broke this. Note this may affect stable releases too.
