Create the new release rpm for CentOS CloudSIG in extras9s-extras-common-el9s and tag it in extras9s-extras-common-testing and extras9s-extras-common-release when we are about to promote all the GA builds to -release.

cbs add-pkg --owner <owner> extras9s-extras-common-candidate centos-release-openstack-<release>
cbs build extras9s-extras-common-el9s centos-release-openstack-<release>-1-1.el9s.src.rpm

Note that only the members that belong to sig-extras group [1] are authorized to tag builds in -extras tags
