The creation of the puppet promotion pipeline can be done during final RC timeline.
There is no need to wait for the project openstack/puppet-openstack-integration to be branched (i.e stable/<release>) as we have a fallback mechanism to master if the branch does not exist yet.

To create the pipeline:

1. Declare the new jobs, the template and bump MASTER variable in rdo-infra/rdo-jobs
   e.g: https://review.rdoproject.org/r/c/rdo-jobs/+/45355
   Test it with a patch like https://review.rdoproject.org/r/c/testproject/+/31972
2. Once 1. merged, add it to rdoinfo project in rdo-infra/review.rdoproject.org-config
   e.g: https://review.rdoproject.org/r/c/config/+/45383
