Move all the servers related to RDO Trunk repos to EL9

      Currently, all the servers related to RDO Trunk are running centos7 (trunk.rdoproject.org) or CentOS Stream 8 (trunk-centos8.r.o and dlrn-db).

      We need to move those services to EL9 servers. We will sync this movement to centos8 global EOL so that we don't move the RDO trunk repos for centos8.
