Projects are moving from the old pysnmp to a maintained fork pysnmp-lextudio.

We need to add it in RDO.

Some special notes for this package:

• It's not in Fedora and it conflicts wit old pysnmp (both share the same pysnmp module name) so it will not be included in Fedora so far.
• We should avoid it to provide python3dist(pysnmp) so that users may still be able to install old one (althoug it's not co-installable with pysnmp-lexicon).
