libvirt-9.10.0-1.el9 is breaking all RDO releases on CS9

      It was reported by tkajinam on #rdo chan

      tkajinam libvirt was bumped from 9.9.0 to 9.10.0 and is causing fancy error in nova https://paste.opendev.org/show/byXf2AJyRTKB3Ck8VE9L/
      

      New update of libvirt is breaking RDO releases (Y/Z/A/B/master) running on CS9

            [RDO-183] libvirt-9.10.0-1.el9 is breaking all RDO releases on CS9

            openinfra AFS mirrors are synced as well (e.g http://mirror.regionone.vexxhost-nodepool-tripleo.rdoproject.org/centos-stream/9-stream/COMPOSE_ID ) and workaround patch is reverted so we can close this bug

            I created the temporary repo with RPMS of libvirt-10.0.0-2.el9 inside https://trunk.rdoproject.org/centos9-master/deps/cs9-fix/

            Testing master content with that repo enabled in https://review.opendev.org/c/openstack/puppet-openstack-integration/+/908291

            Another option would be to temporarily put libvirt-10.0.0-2.el9 from CS Koji in RDO deps

            that way we could at least check there isn't another regression lurking in the libvirt 10.0 rebase
