Let's update puppet to latest 7.x release. We are currently in 7.16 and we need the update to support other modules updates which have been promoted upstream and puppet-concat.

Also, we want to pull all bug fixes, enhancements and cves (https://www.puppet.com/docs/puppet/7/release_notes_puppet.html).

Note we are not yet updatint to 8.x as upstream puppet openstack modules do not support it.
