The repos.fedorapeople.org host which is serving our rdo-release RPMs via https://repos.fedorapeople.org/repos/openstack/ does not support EMS as well.

cURL'ing CBS RPMs URL from a CS9 system with FIPS enabled works.

So, one solution would be to redirect https://rdoproject.org/repos/<rpms> to CBS RPMs URL directly. Currently we have [1]
