Add Support for Micrometer

Micrometer has been added to Quarkus upstreams and RHBQ needs to support it as well. We will not remove support for smallrye-metrics yet.

Micrometer has a lot of registries for exporting metering data, but the only one that we are targeting to support at this stage is prometheus.

This is a blocker in terms of productization.
