Telemetry has problems with Semeru JDK 21. In lot of cases quarkus fails to start with error message "Flight Recorder is not supported on this VM".

This is case e.g. for opentelemetry quickstart

This does not break all telemetry use cases, just those ones using Flight Recorder.
