This fixes the issue discovered by @ozangunalp in https://github.com/quarkusio/quarkus/pull/46848#issuecomment-2747871998 where `DockerBinaryStrategy` and `PodmanBinaryStrategy` do not do their job. If docker/podman info return with non-zero exit code they are considered available, whereas the container runtime is not running.
