Performed work:

• New logs OpenTelemetry signal using the standard Vert.x sender.
• Logs are forward to OTel from the `OpenTelemetryLogHandler` JUL `Handler`.
• Exporter and opentelemetry-log IT tests.
• OTel shutdown default wait time increased to 2s.
