Backport of #44391 to branch 3.15. Supersedes #44658, because [we don't want this in 3.16 after all](https://github.com/quarkusio/quarkus/pull/44658#issuecomment-2494331039).

I switched to a more conservative behavior for bytecode enhancement in the last commit, especially because I'm not sure we want the failure in 3.15/3.16.
If you think we do want the failure, let me know and I'll drop the last commit.
