Story:

As a productization engineer, I need to ensure build machinery readiness and get early feedback about the builds, so that qe and pro maintain effective and close feedback loop.
As a quality engineer, I need an early DR build of the upcoming feature release, so that testing infrastructure can be can prepared sooner and thus prod gets early feedback about the builds.

Proposal:

Quarkus community LTS version is based on the previous minor version community release to gain better stability and the plan is to backport only fixes to that branch and thus it can be treated as a feature complete branch.

Let's introduce on RHBQ side developer release (DR) builds which would be partially productized and with temporary builds of some components.

This would enable early feedback from qe and better cooperation on acceptance jobs configuration preparation.

The goal should be to get DR build in 2-3 weeks after community release of Quarkus X.Y-1 in case RHBQ X.Y is the planned feature release.
