Use PostgreSQL image from Docker.io as Quarkus QE did with this workaround https://github.com/quarkus-qe/quarkus-test-suite/pull/2147.

We recommend users to use Red Hat registry images in OpenShift. As customers are developing their RHBQ images, they should use same container images that are going to be used in production. However that is currently not possible as the image from Red Hat registry doesn't work with the Dev Service for PostgreSQL.
