quarkus-junit5-mockito should not be productized

Per discussion in QUARKUS-429, quarkus-junit5-mockito should not be productized.

In ER11 quarkus-junit5-mockito is productized, we need to ensure it won't get productized in the upcoming ER and CR builds.
