Remove the old MetricBuildItem SPI

      I don't think this is being used anywhere anyway???

      The problem was in producing `UnremovableBeanBuildItem` in `SmallRyeMetricsProcessor.java#extensionMetrics`, so this sounds like a good time to get rid of that stuff
