quarkus-jaeger is no longer productized and supported - Breaking change

quarkus-jaeger was not supported in 3.2 either. 
It's productized but is unlisted (meaning not exposed through our dev tools to be selected as a direct dependency) and it does not have any redhat-support metadata. unless it's a dependency of a supported extension 3.8, i don't think it should be productized.
