Stop productizing io.quarkus:quarkus-smallrye-opentracing and remove any RH support label

 Motivation:

• Upstream removed quarkus-jaeger and quarkus-smallrye-opentracing from Quarkus core repository for Quarku 3.6.0.CR1

• quarkus-smallrye-opentracing extension is deprecated since 2.13

As smallrye-opentracing is in quarkiverse now we need relocations available in prod build, product BOM just should point to the community relocations for quarkus-smallrye-opentracing artifacts
