Quarkus native image builder is not Mandrel 23

Old Mandrel 22.3 is still used

rh-quarkus-platform-3.2.3.GA-src/io.quarkus-quarkus-parent-3.2.3.Final/build-parent/pom.xml gives

<platform.quarkus.native.builder-image>registry.access.redhat.com/quarkus/mandrel-22-rhel8:22.3-4</platform.quarkus.native.builder-image>

This should point to Mandrel 23. mbabacek1@redhat.com sgehwolf@redhat.com could you pls help our prod team to figure out the location of Mandrel 23 once it is pushed?

I'm assuming the location would be:

registry.access.redhat.com/quarkus/mandrel-23-rhel8:23.0
