Upgrade org.graalvm.sdk:graal-sdk artifact to 23.x version instead of 22.3

22.3 based version needs to be temporarily used because 23.0.0 based graal-sdk jar is Java 17 based, but Quarkus needs to have the artifact to target Java 11.

manderse@redhat.com confirmed that Oracle / GraalVM team will provide Java 11 based artifacts in the upcoming release(s).

According to https://www.graalvm.org/release-calendar/ the should be a release in July.
