Encryption of configuration values

    Description

      RHBQ 3.x should support both using and creating encrypted configuration values.

      Creating encrypted configuration values (including key stores) should be possible via the CLI. The CLI should generate the secure key store and print how to use it in application.properties. 

      Update CLI requirement will be moved to a separate issue.
