[Docs]: Create attribute for versioned docs URL and use it across the docs

We must replace bare links to the upstream documentation with versioned links.

For example, replace both:
```
https://quarkus.io/guides/logging#loggingConfigurationReference
https://quarkus.io/version/2.13/guides/logging#loggingConfigurationReference
```
with something like (example subject to change):
`{url-guides}logging#loggingConfigurationReference`
