Introduce back QE test-suite PR runs against OpenShift (affected modules) in PSI

Goals:

• active checks of TS changes in OpenShift env
• checks of PSI env stability

Impl:

• Jenkins jobs
• triggered automatically (poll from Jenkins job for security reasons)
• results reported to the GitHub PR

Requirements:

• dedicated cluster might be required
• stability of PSI to avoid env related failures
