Introduce weekly runs of QE test-suite against OpenShift (all modules) in PSI environment

Goals:

• active checks of Quarkus main in OpenShift env
• stability checks of PSI env

Impl:

• Jenkins jobs
• triggered weekly
• results reported to Quarkus QE CI mailing list

Requirements:

• dedication for results investigation
