resteasy-reactive-links is not productized, it is pulled in as part of quarkus-maven-plugin run (e.g. generate-code, build goals) when quarkus-rest-data-panache or quarkus-spring-data-rest is used.

quarkus-rest-data-panache and quarkus-spring-data-rest extensions are Tech Preview, thus they should be productized including the dependencies

This is followup of QUARKUS-2025 where Thomas proposed to whitelist this dependency from the checks for the Elektra release as the above extensions are TP.

resteasy-reactive-links should be productized in the release coming after Elektra
