Move 'Quarkus metering labels ...' out of 2.2 release notes

As per docs team meeting 01/24. we agreed that it makes a better user experience to move Chapter 2. Quarkus metering labels for Red Hat OpenShift in the current guide out of the release notes assembly and into it's own one-page assembly.

• Includes adding a link to the topic from the release notes and also on the splash page, similar to the following product example:
