Quarkus 1.13 comes with quarkus-jacoco which automatically generates test coverage reports.

During discussions around noticeable features in Quarkus community releases JaCoCo extension was identified as candidate for Dev support.

Adding Stuart as assignee because he worked on this extension, QE contact is defined in Tester field. For RHBQ 2.2 there no additional work planned on dev side, the main burden is on QE side to work with this extension.
