Update Maven version for 1.11.7 release

    Description

      The current unpublished version of the docs lists Maven 3.8.1 as the recommended version, which is too high for 1.11.7.

      The recommended version needs to be changed to 3.6.2 or later, which is recommended for the upstream 1.11 release.
