Scope: At the beginning of each release, the following files need to be updated to remove the outdated content related to the previous release.

Per proposal in Quarkus Docs Sync meeting, to eliminate this currency task, we will instead create blank templates of these files on Main in the Quarkus repo. Going forward, writers can instead copy these templates and populate with content for that release.

Done criteria: This task is done when a folder and blank templates for the following files files are created on Main in the Quarkus repo.
