OpenShift is important for Red Hat business and we want our users to adopt OpenShift.
Research shows that there are a lot of upstream Quarkus users who RH wants to adopt OpenShift. The OpenShift guide downstream has a lot of information and the PM thinks that creating an upstream first guide that can be single sourced will help both upstream and downstream users.

Scope: The goal of this task is to identify and improve content to be leveraged both upstream and downstream. Move the guide upstream to single source. Identify improvements that will help both users.
