During the 3.2 release we identified many false positives that created churn or bad style guidance.

This is done is done when:

• Downstream docs is updated to use latest vale-at-red-hat rules in doc project repo (for IDE/local use  as pipeline job uses vale sync to grab the latest) DONE
• Bad rules for Red Hat style are fixed in vale-at-red-hat community. IN PROGRESS
• Bad rules or noisy rules are turned off for Quarkus upstream community. NOT STARTED
