Publish a set of 16 security guides for RHBQ via the CCS PV2 content publishing pipeline to the Red Hat customer portal by single-sourcing the content from the Quarkus upstream community and using our new upstream-first git content workflow.

This Epic is done when 16 security guides are published on the 3.2 RHBQ product page in the customer portal on GA day:
