Scope: Review references to Quarkus CLI in the Getting started guide to clarify usage of the Quarkus CLI (and the quarkus dev/quarkus app commands in particular) in IBM Enterprise Build of Quarkus (per question raised by jbaskara) 

Review the content to clarify the following and update where needed:

• quarkus app command only generates the app based on upstream Quarkus and not on IBM Quarkus
  * In the landing page, using the quarkus dev works, but it doesn't work when using quarkus create app  since it will default to the communtiy version
