Scope: Using the templates in Quarkus repo (quarkus> templates_release_notes), create the following release note files to populate with content for the current release.

Done criteria: This task is done when the following files are set up on Main and ready to be populated with RN content for the new release:

• ref_rn-deprecated-components-and-features.adoc
• ref_rn-technology-previews.adoc
• ref_changes-that-affect-backward-compatibility.adoc
• ref_rn-known-issues.adoc
