As an OpenShift cluster admin, I want the option to create an OpenShift cluster without the Node Tuning Operator features. I understand this may limit the scalability of my cluster and the performance of the workloads running on my cluster.

My cluster without the Node Tuning Operator should be fully functional at small-medium scale (<800 nodes, <800 routes).
