Running TuneD directly on the host itself has advantages, as described here. However, we still need to run an agent coordinating TuneD on the host itself and reporting back to the operator from the TuneD daemon.

Create a PoC of TuneD running on the RHCOS host and reporting back to the operator.

Success criteria: NTO e2e tests passing.
