TuneD had recently quite a few notable changes.  Ship it!  Apart from the project renaming to TuneD (changes in the openshift-tuned will be necessary), rpm-ostree bootloader support, realtime-virtual-host profile improvements, it added support for abstracting sched_migration_cost_ns.  Review the default openshift-* profiles and prepare them for the 5.13+ changes.
