During the work on https://issues.redhat.com/browse/PSAP-313 it became apparent that that there is still room for improvement with respect to CPU utilization of the openshift-tuned operands.  In particular the main control loop which wakes up every second to check if there are tasks to be performed.  While this is not a huge overhead, this can likely be optimized.  Investigate the areas in which the CPU utilization of the openshift-tuned operands can be improved.
