Epic Goal

Support running of Nvidia GPU Operator on POWER9.

Acceptance Criteria

Verify Bug https ://bugzilla.redhat.com/show_bug.cgi?id=1746415
Able to run workloads on multiple GPUs
Run CI - MUST be running successfully with tests automated
Make sure the right set of images are present.

Previous Work (Optional):

1. Sebastien has worked on https://gitlab.com/nvidia/container-images/driver/-/merge_requests/81 which enables GPU operator images to be built for POWER9
