User Story:
As a PSAP developer, I want to create a test job simulating a prompt tuning job,
so that we can use it as a basis for the upcoming prompt tuning scale test work

Acceptance criteria:

• Prompt tuning job running in OpenShift with the relevant elements from the WatsonX/Codeflare stack
• Cluster setup, job launch, and run confirmation described in a document, with enough details for another team member to reproduce it easily
