User Story:
As a PSAP engineer, I would like to make life easier for the end user when configuring MIG slices in Nvidia GPUs

I want to create a mechanism for dynamically reconfiguration of MIG slices (slicing or merging) to satisfy GPU requirements of a job 

so that an admin does not have to manually reconfigure MIG to accommodate user requests
